THAT pursuant to Municipal Act , 2001, Section 239 Subs. 2 (b), ( i ) and (k) Council resolve itself Closed Session, closed to the public to consider: personal matters about an identifiable individual, including municipal or local board employees; a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization; and a position, plan, procedure, criteria or instruction to be applied to any negotiations

THAT Council rise from the Closed Session and the Chairman report that all recommendations adopted in Closed Session, be adopted.

THAT the minutes of the Council Meeting of June 11, 2019 be adopted and circulated as read.

THAT Art Koolwine be appointed as Citizen Member to the Planning and Operations Committee whose term will expire November 30, 2019; and THAT the necessary by-law be enacted.

THAT Council proclaim Saturday, August 17, 2019 as Electric Vehicle Day in Brockville; and THAT King Street East (between Market Street East and Garden Street) be recognized as "Electric Avenue" for the day.

THAT the correspondence from the Township of Leeds and the Thousand Islands dated June 18, 2019, providing notice of their intent to terminate their involvement in the St. Lawrence Corridor Economic Development Commission, be received.

THAT the report titled City Manager Activities Report is received for information. For: Mayor Baker, Councillor Bursey, Councillor Earle, Councillor Fullarton, Councillor Journal, Councillor Kalivas, Councillor Lavergne, Councillor Wales, and Councillor Wren

THAT Report titled 2019 Association of Ontario Municipalities Conference is received for information. For: Mayor Baker, Councillor Bursey, Councillor Earle, Councillor Fullarton, Councillor Journal, Councillor Kalivas, Councillor Lavergne, Councillor Wales, and Councillor Wren

THAT the following items, as listed on the Finance and Administration Committee agenda are recommended by the Committee to be passed by Consent Agenda: For: Mayor Baker, Councillor Lavergne, Councillor Bursey, Councillor Earle, Councillor Fullarton, Councillor Journal, Councillor Kalivas, Councillor Wales, and Councillor Wren

THAT By-laws Numbered 052-2019 to 054-2019 be introduced and the same be now read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT By-law Number 055-2019 to confirm the Proceedings of Council at its meeting held on June 25, 2019 be read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT Council adjourn its proceedings until the next regular meeting scheduled for July 23, 2019 .
