THAT the minutes of the Council Meeting of October 18, 2021 and October 26, 2021 be adopted and circulated as read.

THAT Council for the City of Brockville do hereby proclaim the week of December 19th - December 25th, 2021 to be Salvation Army Week in the City of Brockville; and THAT the Giving of Hope flag be flown at Tunnel Bay from December 20th - December 27th, 2021.

THAT Councillor Wren be appointed to the Brockville Public Library Board; and THAT the necessary by-law be enacted.

THAT the following items, as listed on the Finance and Administration Committee agenda are recommended by the Committee to be passed by Consent Agenda: For: Councillor Kalivas, Councillor Earle, Councillor Fullarton, Councillor Journal, Councillor Wales, and Councillor Wren

THAT Council approve, in principle, the 2022 Capital Budget - City Departments for a total of $6,640,329; and, THAT the 2022 Capital budget be funded as follows:  Tax Rate $ 872,829  Reserves/Reserve Funds $1,535,500  Canada Community Build Fund $3,101,850  Debt $ 985,000  Grants/Donations/Other $ 145,150 For: Councillor Kalivas, Councillor Earle, Councillor Fullarton, Councillor Journal, Councillor Wales, and Councillor Wren

THAT By-laws Numbered 100-2021 and 101-2021 be introduced and the same be now read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT By-law Number 102-2021 to confirm the Proceedings of Council at its meeting held on November 23, 2021 be read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT Council adjourn its proceedings until the next meeting scheduled for November 24, 2021 .
