THAT By-Law 113-1980 Being a By-law to Govern the Proceedings of Council be amended by deleting section 9.1 in its enti rety and inserting the following: "3.1 Electronic meetings and participation Council and committee meetings may be called and held in full or in part via electronic means as determined and provided by the Clerk, including but not limited to audio te leconference, video teleconference, or via means of the internet and with or without in-person attendance. Members of council, of a local board or of a committee who are participating electronically in a meeting may be counted in determining whether or not a quorum of members is present at any point in time; Members of council, of a local board or of a committe e can participate electronically in a meeting that is open or closed to the public. All votes shall be recorded during a meeting that is held in full or in part via electronic means.
