LeSueur THAT pursuant to Municipal Act , 2001, Section 239 Sub. 2 (e), Council resolve itself into the Committee of the Whole, In Camera, closed to the public to consider: litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

THAT Council rise from Committee of the Whole, In Camera and the Chairman report that all recommendations adopted in Committee of the Whole, In Camera, be adopted.

THAT the minutes of the Council Meeting of August 25, 2015 be adopted and circulated as read.

THAT the following items, as listed on the Economic Development and Planning Committee agenda are recommended by the Economic Development and Planning Committee to be passed by Consent Agenda :

THAT Council authorize the passing of a Property Standards By-law (Attachment A to Staff Report No. 2015-088-09) and the repeal of Property Standards By-law 031-1998.

THAT the report be referred back to staff to consider a graduated set fine schedule (i.e. first offence, second offence, etc ) .

THAT Council authorizes the Director of Environmental Services to submit an Expression of Interest to the Ontario Community Infrastructure Fund (OCIF) for the Reconstruction of Victoria Avenue from Pine Street to Pearl Street at a total project cost of $815,600 with a municipal contribution of $81,560.

THAT Council accept the City of Brockville Economic Development Strategy Plan; and further, THAT the Economic Development Office are hereby directed to proceed with the execution of the refined strategy with appropriate recommendations and metrics embodied in subsequent work plans for short to long term actions associated with the priority inputs provided by the City Council, EDAT and community stakeholders; and further, THAT the requirements for both operational and capital budgetary expenditures be prepared for further review during the city budget process.

THAT By-laws Numbered 074-2015 to 076-2015 be introduced and the same be now read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT By-law Number 077-2015 to confirm the Proceedings of Council at its meeting held on September 8, 2015 be read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT Council adjourn its proceedings until the next regular meeting scheduled for September 22, 2015.
