Council (Special Budget)

THAT the recommendation be amended to approve the applications; and THAT the Zoning Bylaw be amended to permit a "Place of Worship" with a maximum of 930 m2 (10,000 square feet).

THAT Council refer the 2016-2017 Master Fire Plan as presented, to the January 2019 meeting of the Finance, Administration and Operations Committee with further information to be provided:  what items are already included in the 2018 budget;  costs and timelines for implementation of recommendations; and  response time comparators.

THAT Staff Report number 2017-118-12, Update Bill 68, Modernizing Ontario’s Municipal Legislation Act, 2017 be received for information.

THAT Council receive the 2016 Annual Report and Continuity Financial Statement with respect to the City's Development Charge Reserve Funds; THAT the report be forwarded to Ministry of Municipal Affairs as required.

THAT the quotation from Creative Art Source Inc. in the amount of thirty-six thousand dollars ($36,000) plus HST for Quotation 2-2017 Static Display Aircraft Painting, be accepted; and THAT the project be funded from Account 9701105-9970112-3010 Static Display Aircraft Painting (Sabre Jet), Blockhouse Island.

THAT Council receives the Interim Variance Report for the period ended November 15, 2017 for information purposes.

THAT Council receive Staff Report 2017-126-12, Municipal Greenhouse Gas Challenge Fund Application Voltage Optimization (Water Treatment); and THAT Council direct staff to apply for funding under the Municipal GhG Challenge Fund for voltage optimization at the Water Treatment Plant.

THAT Council receive Staff Report 2017-127-12, Municipal Greenhouse Gas Challenge Fund Application Victoria Building Window Retrofit (City Hall); and THAT Council direct staff to apply for funding under the Municipal GhG Challenge Fund for window retrofit at City Hall.

THAT Council allocate $200,000 to be funded from the City's Operating Budget; and THAT Council assign Councillors Fullarton, Baker, Blanchard and Mayor Henderson to a task group to review Aquatarium financial reports and recommend mitigation strategies.

THAT Council adopt water and wastewater rates as presentation Option No. 4 (13% Fixed Rate Increase; 12.5% Variable Rate Increase; and 12% Wastewater Decrease) as presented.

THAT By-law Number 075-2017 to confirm the Proceedings of Council at its meeting held on December 5, 2017 be read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and be recorded.

THAT Council adjourn its proceedings until the next regular meeting scheduled for December 12, 2017.
